2. As per the recruitment Rules for the post of Section Officer, the following are eligible for appearing for the written examination:
i) Assistants (PB-2 Rs.9,300-34,800 plus Grade Pay Rs.4,200) with 5 years regular service in the grade.
ii) Personal Assistants (PB-2 Rs.9,300-34,800 plus Grade Pay Rs.4,200) with 5 years regular service in the grade and who have passed the examination
conducted by the Department for promotion to the grade of Assistant or Assistant Personnel Officer.
iii) Assistant Administrative Officers/Assistant Personnel Officers (PB-2 Rs.9,300-34,800 plus Grade Pay Rs.4,800)
Note:
1. The candidates have to put in the required number of years of regular service in the respective grade as on 01.01.2010.
2. The pay of Assistant Personnel Officer/Assistant Administrative Officer on their appointment as Section Officer will be fixed under FR 22 (I)(a)(2).
3. The written examination will carry a maximum of 400 Marks i.e. 4 papers each of 100 marks. The written examination will be conducted as per the syllabus contained in this Department Office Memorandum No.20/2(1)/95-CCS/276 dated 30.04.1996 (copy enclosed). In terms of DAE Office Memorandum No.20/2(1)/1995-CCS/3152 dated 10.05.2004, Official Language Act 1963 (Amended as of 1967) and Official Language Rules 1976 (Amended as of 1987) are included in the syllabus and accordingly, there will be questions for maximum of 15 marks on Official Language in Paper-III. The written examination can be answered either in Hindi or English. The candidates desirous of answering in Hindi should specifically indicate their choice in the application form. To qualify in the written examination, a candidate should secure a minimum of 45% marks in each paper and 50% marks in the aggregate. The candidates belonging to SC/ST communities should score a minimum of 35% marks in individual paper and 40% Marks in the aggregate as per DAE O.M. No.20/1/13/85-CCS/1086 Dt.29/12/1995. In terms of DAE O.M. No.20/1/13/85-CCS/1087 dt. 29/12/1995 general candidates who secure 60% marks or more in any Paper will be exempted from appearing in that Paper in the subsequent examinations. However, the exemption limit for SC/ST candidates will be 55% Marks in individual paper. However, if candidates having exemption in any Paper from the previous Section Officer examinations re-appear subsequently in Paper(s) in which he/she had already obtained exemption, they will not retain the exemption/marks in that Paper(s) and the marks scored by them in the current examination will only be taken into consideration for computing the written examination marks.
4. In terms of DAE O.M. No.20/1/13/85/CCS/1097 dated 20.9.1989, the candidates who qualify in the written examination but are not finally empanelled, will be allowed to take up the written examination again either in individual paper or in all papers to improve their chances of selection on the subsequent occasions. In order to ensure that the subsequent appearance in the written examination do not result in an adverse situation, the marks whichever is higher i.e. either at the earlier appearance or of the last appearance will be taken into consideration for computing the written examination marks.
Rules for the post of Section Officer, after taking into account the written examination marks of the candidates declared successful in the current examination alongwith others who had qualified in the earlier Section Officer examinations but not empanelled, confidential reports of the candidates and after personal interview. The DPC shall determine the merit of those being assessed for promotion with reference to the prescribed bench-mark and accordingly grade officers as 'fit' or 'unfit'. Only those who are graded 'fit' (i.e. who meet the prescribed bench-mark) by the DPC shall be included and arranged in the select panel in order to their inter-se seniority in the feeder grade. Appointment of candidates in the select panel will be made as and when vacancies arise during the validity of the panel and subject to orders regarding reservation for SCs/STs.
6. Candidates in the select panel of Section Officer who refuse promotion on various grounds and are debarred for promotion consecutively on 3 occasions, will have to re-qualify in the examination and get re-empanelled for promotion to the same post thereafter as per DAE O.M.No.20/1(13/85-CCS/966 dated 06.11.1996.
7. Application from eligible candidates (as on 01.01.2010) in the enclosed proforma may be forwarded so as to reach this Department latest by 30.11.2009.
8. Results of written examination shall be declared on 15.02.2010 on website of DAE (www.dae.gov.in).
