Recruitment to the post of Scientist ‘C’ on direct recruitment basis in Department of Biotechnology.

The Department of Biotechnology invites applications from the eligible and suitable Indian citizens to fill up one vacancy of Scientist ‘C’ on direct recruitment basis. The application may be submitted in the format given in Annexure within sixty days from the date of its publication in the Employment News i.e. on or before 24.11.2009. The particulars of the post and the prescribed conditions are as under:

1. Name of the post : Scientist ‘C’

2. No. of post : One

3. Classification of post : General Central Service Group ‘A’ Gazetted (Non-

Ministerial & Scientific).

4. Pay Scale : Pay Band PB-3 Rs. 15600-3910 + Grade Pay 6600/-

5. Age Limit : Should not exceed to 40 years (except for Departmental

candidates) as on the closing date of receipt of applications.

6. Eligibility/General conditions: The candidates should satisfy/fulfill the following conditions, namely:

(1) The candidate possesses the following minimum educational qualification and experience:

(a) Educational Qualification:

(i) B.E or B. Tech. in Information Technology, Chemical Engineering or

Biotechnology from a recognized University;

(ii) Ph. D. or M.Tech or M.D. or M.V.Sc. or its equivalent degree from a recognized

University.

(b) Experience: For those having EQ as at (i) above : Five years.

For those having EQ as at (ii) above: ‘Nil’

(2) General conditions:

i) The applicant must be a citizen of India

ii) The date for determining the age limit shall be the last date for receipt of the applications.

iii) Age limit is relaxable upto 5 years for SC/ST candidates and upto 3 years for OBC candidates.

iv) The applicants in Government/Semi Government Organizations/Public Sector Undertakings/Autonomous Organizations must send their applications through proper channel within the prescribed time-limit. The applications received without the recommendations of their employers will not be entertained.

v) The application should be accompanied by the attested copies of the relevant educational qualification, experience, etc. Applications received after the prescribed closing date or not accompanied with the required certificates / documents shall be liable to be rejected.

7. Duties and responsibilities attached to the Post:

i) Matters relating to R&D programmes of agriculture, medical, environmental, industrial processes and animal biotechnology.

ii) Matters relating to product validation and toxicology.

iii) Matters relating to regulatory and bio safety assessment of biotech products, revision and updating of protocols and Standard Operating Procedures, appraisal of proposals for Foreign Direct Investment, Foreign Technology Agreements, Input / Output norms, Industrial Entrepreneur Memoranda and Industrial Licensing.

iv) Matters relating to idea generation meetings, brainstorming meetings for generation of projects, evaluation and appraisal of proposals through the expert committees and task forces in interdisciplinary areas of biotechnology, implementation and monitoring of biotechnology projects, identification of commercially potential products and processes in R&D projects.

v) Examination and appraisal of IPR issues, managing patent facilitation cell, implementation of innovative research through public-private partnerships with SMEs and large industries, technology management including technology scouting, negotiation with industry, technology assessment and forecasting.

vi) Matters relating to development, coordination and management of autonomous institutions, centers of excellence, International Depository Authority, preparation of techno-economic feasibility reports, budgetary and managerial issues of institutions and centers.
