DELHI POLICE-2009 Recruitment OF CONSTABLE (EXECUTIVE)-MALE AND WOMEN CONSTABLE (EXECUTIVE)

Applications are invited to fill up 6141 vacant posts of Constable (Executive)-Male and 308 vacant posts of Women Constable (Executive) in Delhi Police under the following categories in the pay scale of PB-1 Rs. 5200-20200/- + Grade Pay Rs. 2000/- and other allowances as admissible. Recruitment will be held at Delhi for which candidates from all parts of the country fulfilling conditions mentioned hereunder can apply:-

2. CLOSING DATE:

The last date of receipt of application form will be 06.04.2009. Applications received thereafter will not be entertained.

3. ELIGIBILITY CONDITIONS:
  1. NATIONALITY:
    Applicant should be a bonafide citizen of INDIA.
  2. EDUCATIONAL QUALIFICATION:
    10+2 (Senior Secondary) pass from a recognized Board. Graduation Certificate issued to ex-serviceman from the Army/Navy/Air Force of Indian Union will also be acceptable for male candidates.
    Relaxable upto 11th pass only for:-
    (i) bandsmen, buglers, mounted constable, drivers, dispatch riders etc. of Delhi Police.
    (ii) sons/daughters of serving, deceased, retired police personnel/Group ‘D’ employees of Delhi Police.
  3. AGE (CONSTABLE (EXE)-MALE):
    18 to 21 years as on 01.01.2009, i.e. those born not earlier than 02.01.1988 and not later than 01.01.1991 will be eligible. The upper age limit as prescribed above will be relaxable only in the following cases:-
    1. Upto a maximum of 05 years, if a candidate belongs to a Scheduled Caste or a Scheduled Tribe category.
    2. Upto a maximum of 3 years, if a candidate belongs to an OBC category. This relaxation is admissible for those castes notified in the Central List and the List issued by the Govt. of NCT of Delhi. No other certificate will be accepted as sufficient proof.
    3. Ex-servicemen who are paid from Central revenues may be re-enlisted as Constable at the discretion of the appointing authority, if their discharge certificate shows previous service as Good or of higher classification provided that:-
      1. They present themselves within two years of their previous discharge.
      2. They conform to the educational standard laid down for recruits from open market and such endurance/efficiency as prescribed by the Commissioner of Police from time to time by issuing necessary standing orders.
      3. They are medically fit for police service according to the standards prescribed for recruits and
      4. Age concession shall be allowed to them in accordance with the orders/instructions on the subject issued by the Central Government from time to time. They will be permitted to deduct the period served in the armed forces form their actual age and the resultant age, so derived, should not exceed the prescribed age limit by more than three years.
      “Ex-serviceman” means a person, who has served in any rank whether as a combatant or non-combatant in Army, Navy or Air Force of the Indian Union and who retired from such service after earning his pension.
    4. Maximum age limit upto 25 years for the sons of police personnel and group ‘D’ employees of Delhi Police either serving, retired or deceased, required certificate should be on the prescribed format.
    5. Upto a maximum of 5 years for sportsmen of distinction who have represented a state at the national level and the country at the international level in sports. The discipline of sports for which relaxation is permissible as per table given below. If a candidate belongs to SC/ST category and fulfills the above criteria, he is eligible for 5 years relaxation in upper age limit over and above the relaxation prescribed at Clause 3(c)(i). In effect, he qualifies for relaxation in the upper age limit to a maximum of 10 years.
    AGE-WOMEN CONSTABLE (EXE):
    18 to 25 years as on 01.01.2009, i.e. those born not earlier than 02.01.1984 and not later than 01.01.1991 will be eligible. The upper age limit as prescribed above will be relaxable only in the following cases:-
    1. Upto a maximum of 05 years, if a candidate belongs to Scheduled Caste, Scheduled Tribe, widow, divorced or judicially separated women.
    2. Upto a maximum of 3 years, if a candidate belongs to an OBC category. This relaxation is admissible for those castes notified in the Central List and the List issued by the Govt. of NCT of Delhi. No other certificate will be accepted as sufficient proof.
    3. Upto a maximum of 5 years for sports woman of distinction who have represented a state at the national level and the country at the international level in sports. The discipline of sports for which relaxation is permissible as per table given below. If a candidate belongs to SC/ST category and fulfills the above criteria, she is eligible for 5 years relaxation in upper age limit over and above the relaxation prescribed at Clause 3(d)(i). In effect, she qualifies for relaxation in the upper age limit to a maximum of 10 years.

    4. STANDARD OF PHYSICAL MEASUREMENT
    (I) CONSTABLE (EXE)-MALE:
    1. HEIGHT: Minimum 170 cms.
      Relaxable by 5 cms for:-
      1. Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to states of Sikkim, Nagaland, Arunanchal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir and Leh & Ladakh regions of J&K (Candidates claiming this relaxation would have to produce a certificate to this effect (Hill area certificate) from the competent authority i.e. DC/DM/SDM or Tehsildar of their place of residence at the time of Physical Measurement Test)
      2. ST Candidates.
      3. Sons of Delhi Police personnel/Group ‘D’ employees either serving, retired or deceased.
      Note: A candidate whose height is 178 cms. or more shall be given 3 bonus marks, to be added in the total marks while determining the merit list.
    2. CHEST: Minimum 81 cms to 85 cms. (The candidate is required to have minimum 81 cms chest in an unexpanded state and with expansion it should be minimum 85 cms. For all candidates minimum expansion has to be 4 cms., failing which he will be disqualified).
      Relaxable by 5 cms for:-
      1. Residents of hill areas for which certificates as above will be produced.
      2. ST Candidates.
      3. Sons of Delhi Police personnel/Group ‘D’ employees either serving, retired or deceased
    (II) WOMEN CONSTABLE (EXE):
    Relaxable by 2 cms for:-
    1. Residents of hill areas i.e. Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to states of Sikkim, Nagaland, Arunanchal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir and Leh & Ladakh regions of J&K (Candidates claiming this relaxation would have to produce a certificate to this effect (Hill area certificate) from the competent authority i.e. DC/DM/SDM or Tehsildar of their place of residence at the time of Physical Measurement Test)

    Note :-
    1. The wards of police personnel belonging to SC/ST/OBC/Hill area category and Class –IV employees of Delhi Police will not be entitled to double relaxation. They can claim relaxation either in Caste category or in police personnel category.
    2. Candidates belonging to wards of police personnel category shall produce certificate in prescribed format issued by DCP/Addl DCP or ACP/Hdqrs. of the Distts/Units where the police personnel served last.

    5. MEDICAL STANDARD (MALE/FEMALE)

    The candidates should be of sound state of health, free from defect, deformity or disease. Both eyes should have a vision 6/12 (without glasses). No relaxation is allowed to any category of candidates on this count.

    7. MODE OF FILLING UP OF APPLICATION FORMS

    EMPLOYMENT NEWS APPLICATION FORM AND TYPED/PHOTOCOPIED APPLICATION FORM (OFF LINE):
    1. Applicant may cut the application form given in this advertisement, fill it up and send
      OR
      Application form can also be typed/photocopied on A4 size paper as per the format given in the advertisement, fill it up and send.
    2. Applications as per format given in the advertisement/website only will be accepted.
    3. A photograph should be firmly affixed.
    4. A Demand/Bank Draft/Banker's cheque of Rs. 100/- should be attached as fee in favour of DCP/Recruitment, New Police Lines, Delhi (payable at Delhi).
    5.     1. Go to www.delhipolice.nic.in or www.delhipolicerecruitment.nic.in.
    2. Click on the “Recruitment” on the www.delhipolice.nic.in or “Apply On line for Sub-Inspector-2009” link on the websites www.delhipolicerecruitment.nic.in desired application form will open, which the candidate needs to fill carefully on online.
    3. After filling the form, candidate needs to click on Preview button; a preview of the entire information filled in the application form will be displayed. Before clicking Save/Submit Application button, one can click on Modify Application button to go back to modify the filled application form information.
    4. Candidate needs to review it carefully because the information once submitted Clicked Save/Submit Application button) can't be altered at a later stage.
    5. If it is filled correctly then the candidate should click on Save/Submit Application button to complete the on line applications submission and click on Print button to take out print (on 300 dpi Laser printer) of the filled Application Form on A4 size paper.
    6. After this a Thank you message will be displayed along with the Registration No. of the candidate. This Registration No. must be noted/printed properly for future use to check the status of application on login to one's “My Account”*. It can be printed easily by clicking on Print button on this page.

    2. To apply offline, instead of clicking 'Apply On line', one can also click on 'Download Form' to download the blank application form to apply offline.
    3.     “MY ACCOUNT”: HOW TO ACCESS THE INFORMATION AVAILABLE:
    • "My Account" is the button on the website www.delhipolicerecruitment.nic.in, which will provide all necessary information's on time-to-time basis to all successful applicants.
    • One can reach his "My Account" by entering his Name, Father's Name, Pin Code and DOB (using the drop down menu). This information must be exactly same as filled in his Application Form
      OR
      One can also login to his account by entering 'Registration No.' as User Name (UID) and Date of Birth as Password. Date of Birth must be same as provided in the earlier filled application form i.e. ddmmyyyy (without slash).
    • Following information will be facilitated in "My Account":
    • Admit Card for physical endurance & measurement test (PE&MT) will be available here which can be downloaded.
    • Any other correspondence related to the recruitment process viz. date of examination such as PE&MT, Written Test, Interview and their results and Call Letters will be facilitated in applicant's "My Account".
      Note: Under the Recruitment Scheme, no documents along with application form are required to be sent and the information given by the candidate will be presumed to be correct. To seek fee exemption of Rs. 100/-, the SC/ST and Ex-Servicemen candidates needs to attach a certificate of their respective category.

      1. Name of Applicant: The candidate should write his name in appropriate manner in the box.
      2. Father's Name: The candidate should write his Father's Name in the specified box.
      3. Complete Mailing Address with Name: Candidate needs to write his name and complete postal address along with telephone number, mobile number and email address (if any). In case of offline applications, the candidate will have to neatly write the complete address (House No./Mohalla/street/locality/colony, Post Office, Pin Code, District, State)
      4. Photo: Affix firmly a passport size (4cm x 5cm) photograph (taken after 01-01-2009) in the space provided. The photo should be pasted, not pinned or stapled.
        Important:-
        • The photograph should not be taken wearing a cap or goggles etc. (spectacles are allowed)
        • The name of the candidate in CAPITAL letters should be written on the body of the photograph much below the face, care should be taken that no writing is made on the face.

        Note: If a criminal case is registered against the candidate and if he was arrested, detained, convicted, debarred etc. subsequent to the submission of form, relevant details regarding the same should be communicated by the candidate immediately to the DCP/ Recruitment, New Police Lines, Kingsway Camp, Delhi, failing which it shall be deemed to be suppression of factual information which may lead to cancellation of candidature on a later date.

    9. i) Physical Endurance Test for male candidates (qualifying)

    i) 1600 mtrs. race 05 minutes & 45 seconds
    ii) Chin ups 8
    iii) Shot-put (16 pounds) 20 feet (qualifying in three chances)
    Note: There shall be no appeal against disqualification in Race, Chin-ups & Shot-put.

    ii) The physical endurance test for ex-servicemen (age wise) will be as under :-
    I) Race-1600 metres (Qualifying):-
    Age wise
    Upto the age of 31 years 6 minutes
    From the age of above 31 & upto 40 years 7 minutes & 30 seconds
    From the age of above 40 years 8 minutes

    II) Chin-ups:-
    Age wise
    Upto the age of 31 years 05 (qualifying)
    From the age of above 31 & upto 40 years 03 (qualifying)
    From the age of above 40 years 02 (qualifying)

    III) Shot put (16 Pounds):-
    Age wise
    Upto the age of 31 years 18 feet (qualifying in three chances)
    From the age of above 31 & upto 40 years 16 feet (qualifying in three chances)
    From the age of above 40 years 14 feet (qualifying in three chances)
    Note: There shall be no appeal against disqualification in Race, Chin ups & Shot-put.

    iii) Physical Endurance Test for female candidates (qualifying) :-
    1600 mtrs race 08 minutes
    High jump 03 feet (qualifying in three chances)
    Long jump 10 feet (qualifying in three chances)
    Note: There shall be no appeal against disqualification in Race, High jump & Long jump.


    iv) PHYSICAL MEASUREMENTS (Qualifying)

    The candidates who qualify the physical endurance tests will undergo physical measurement immediately. In the physical measurement i.e height and chest for male candidates and only height for female candidates would be measured. The candidates who are not satisfied with the decision of the physical measurement board regarding their height and chest measurements, they can appeal before the Appellate Board on the same day.

    10. WRITTEN TEST:

    All candidates, who qualify the physical endurance & measurement tests, shall be put through a written test of one and a half hour (11/2) duration which will carry 100 marks. The question paper will be of objective type and will include questions on Reasoning [35 Marks], General Knowledge/Current Affairs [50 Marks] and Numerical Ability [15 Marks]. The question paper for written test will be bilingual (English and Hindi).

    11. INTERVIEW:

    Candidates shall be called for interview on the basis of their performance in the written test. The Interview will carry 10 marks.
    Additional Bonus Marks:
    (a) 3 marks to candidates who measure 178 cms height or above for male candidates and 165 cms height or above for female candidates.
    (b) 1 mark for NCC 'B' certificate; Maximum bonus marks for NCC certificate shall not exceed 2 marks. This benefit will only be given on production of the original certificate. This benefit is not applicable to ex-servicemen.
    (c) 2 marks for NCC 'C' certificate;

    12. QUERIES AND CLARIFICATIONS:

    • In case of any query, clarification regarding filling up of application forms, applicants may dial Helpline Toll free No. 1800-102-0898 from MTNL or BSNL baseline.
    • FAQs at www.delhipolicerecruitment.nic.in : Under FAQs section, frequently asked questions provided to serve day-to-day generic queries of candidates, will be answered.

    13. INFORMATION CENTRES:

    Three Information Centres shall be opened at the following locations to answers the queries of the applicant regarding filling up of the application form:-
    (i) PTS/Wazirabad, Delhi.
    (ii) PTC/Jharoda Kalan, New Delhi.
    (iii) PTS/Malviya Nagar, New Delhi.

    14. GENERAL INSTRUCTIONS:

    1. Application forms will be rejected if they are:-
      1. Incomplete
      2. Without Demand/Bank Draft /banker's cheque of Rs. 100/-
      3. Received in duplicate
      4. Without attested copy of certificate in case of SC/ST/
        Ex-Servicemen for fee exemption.
      5. Without photograph.
      6. Application form not signed by the candidate.
    2. If there is any variation in the interpretation of words/ instructions, the English version will prevail and the decision of Police Headquarters will be final.
    3. Candidates already working with Govt. can apply after intimating to their Head of Office/Department and need not send another copy through proper channel. An undertaking to this effect may be enclosed with the application form. They will have to provide N.O.C. from their department at the time of Interview.
    4. If ineligibility of a candidate is detected at any stage, his candidature will be cancelled without any prior notice.
    5. The candidate must be sure of his height, chest and educational qualification, which should conform to the minimum standards laid down.
    6. Any change in the schedule already announced would be displayed on the notice board of the DCP/Recruitment, New Police Lines, Kingsway Camp, Delhi and on “Notice Board” available on the website www.delhipolicerecruitment.nic.in.
    7. Candidate should mention his Roll No./Registration No. on the application while making any correspondence with the DCP/Recruitment. It should be addressed to the following:

    8. Candidates are advised to keep with themselves photocopies of application form, admit card and admission card (at the time of written examination) for ready reference.
    9. Medium of instruction in Police Training School is Hindi.
    10. All the candidates will be sent Admit card for PE&MT by post and Admission Card for the written test will be issued to the successful candidates immediately after the PE&MT at the ground itself.
    11. The Admit/Admission card will also be available on Delhi Police Website. All those who do not receive them by post can download the same from “My account” which will be valid.
    12. No TA /DA will be paid.
